Six decisions that are expensive to get wrong

Each guide gives the practical sequence and the official source where you confirm it for your own situation. Requirements change and vary by nationality, municipality and personal circumstances — check the source before you act.

Getting a NIF (Número de Identificação Fiscal)

The tax number that almost every other procedure in Portugal depends on — buying, renting, opening a bank account, utilities, a car.

  • Decide whether you apply in person at a tax office or through a tax representative, which is typically required for non-EU residents living outside Portugal.
  • Prepare identification and proof of address in your country of residence, in the form the tax authority accepts.
  • Apply at a Finanças office or Loja de Cidadão, or through your representative.
  • Register a password for Portal das Finanças so you can access your own tax records afterwards.

Buying property, step by step

From first viewing to the deed, the order matters — most expensive mistakes happen before the promissory contract, not at the deed.

  • Get your NIF and a Portuguese bank account, and understand your total cash requirement including taxes and fees.
  • Collect the property's documents: tax record, land registry certificate, use licence, energy certificate, condominium papers.
  • Instruct an independent lawyer — not the seller's or agent's — to check title, charges, licensing and any encumbrance.
  • Have a technical survey done if anything about the structure, roof, damp or installations is unclear.
  • Sign the promissory contract only once the checks are clean, with the deposit and penalties clearly written.
  • Simulate IMT and stamp duty for your specific case on Portal das Finanças before committing.
  • Complete the deed, then register the purchase and update the tax record in your name.

Buying or importing a used car

In Portugal the paperwork decides whether a good car is a good purchase: registration, tax status and inspection history come first.

  • Confirm the registered owner and any finance charge or reservation of title on the vehicle.
  • Check the inspection (IPO) history, the next due date and mileage consistency across records.
  • Confirm the IUC is paid, and for an imported car that ISV and legalisation are resolved before money moves.
  • Pay for an independent pre-purchase inspection at a workshop you chose.
  • Agree in writing who pays the transfer, and register the change of ownership within the legal deadline.

Registering with the SNS and using it well

The public health service covers serious illness and hospitalisation. Being registered before you need it is the whole point.

  • Get your NIF, and your NISS where your situation requires it.
  • Gather proof of address for the area where you live.
  • Register as an utente at the centro de saúde for your address and ask about a family doctor.
  • Save 808 24 24 24 (SNS 24) for triage, and use 112 only for life-threatening emergencies.

Choosing health cover: SNS, discount plan or insurance

Three different things, often sold as if they were interchangeable. Only one of them transfers hospitalisation risk.

  • Establish your baseline: registered with the SNS, and what that already covers.
  • Decide whether you are buying speed and choice, or protection against a large bill.
  • Read waiting periods, co-payments, deductibles, exclusions and age limits in the actual policy conditions.
  • Confirm the insurer or intermediary is authorised with the ASF, and get every material answer in writing.

Moving to Portugal: the administrative order of operations

Residency, tax residency, address, health and utilities interlock. Doing them in the wrong order creates avoidable dead ends.

  • Establish which legal route applies to you — EU/EEA/Swiss citizens and third-country nationals follow different procedures.
  • Get your NIF, then a Portuguese bank account, then a registered address.
  • Complete the residency step that applies to your route, with the authority responsible for it.
  • Register with the SNS, and with social security if you will work or contribute.
  • Understand your tax residency position before, not after, the move — this is a matter for a licensed tax professional.
