Almost nothing here is difficult. The order is what causes problems.

Several steps depend on an earlier one, and some cannot be undone cheaply. This page sets out the sequence and sends you to the institution responsible for each step.

  1. 01Establish your legal route. EU, EEA and Swiss citizens follow a registration procedure; third-country nationals need the visa or residence permit that matches their purpose — work, family, study, retirement or remote work. The route determines every document list that follows.
  2. 02Get a NIF (tax number). Nearly everything else requires it: renting, buying, utilities, a bank account, a car.
  3. 03Open a Portuguese bank account, which most institutions and landlords expect for payments and direct debits.
  4. 04Secure an address and the evidence of it that institutions accept, since health, residency and municipal matters all attach to where you live.
  5. 05Complete your residency step with the authority responsible for your route, within the deadlines that apply to it.
  6. 06Get a NISS (social security number) if you will work, be self-employed, or contribute in Portugal.
  7. 07Register as an utente at the centro de saúde for your address to access the public health service.
  8. 08Transfer utilities and services into your name, and register with your local municipality where applicable.
  9. 09Resolve your tax residency position — including exit taxation, double-taxation treaties and any special regime — with a licensed tax professional, ideally before you move.
  10. 10If a vehicle comes with you, deal with importation, ISV and legalisation before it is driven here, not afterwards.

The words you will keep meeting

NIF
Your Portuguese tax number, issued by the Autoridade Tributária. Required for contracts, purchases, utilities and invoices.
NISS
Your social security number, used for employment, self-employment, contributions and certain benefits.
Utente number
Your identifier in the public health service, obtained at the health centre for your address.
Atestado de residência
Proof of residence in a given area, commonly issued by the junta de freguesia and requested by several services.
Loja de Cidadão
A one-stop public service office where several institutions can be dealt with in one visit.
Tax residency
A legal status distinct from immigration status. It determines where your income is taxed and is decided by rules, not preference.

Where people lose the most time and money

Avoidable dead ends

  • Arriving without a NIF and discovering that renting, utilities and a bank account all wait on it.
  • Signing a lease or purchase before the residency route is clear, then finding the documents do not match the plan.
  • Assuming a document list found online applies to your nationality and purpose — lists differ, and they change.
  • Treating tax residency as automatic, and discovering the consequences in the following tax year.
  • Bringing a vehicle and dealing with importation afterwards, when the cost is fixed and the options are gone.
  • Relying on private health cover whose waiting periods have not yet expired.

What to get in writing, and from whom

  • The exact document list for your route, from the authority handling your case.
  • Any fee, deadline or renewal date, from the institution charging it.
  • Your tax position, from a licensed tax professional in Portugal.
  • Lease or purchase terms, reviewed by an independent lawyer acting for you.
  • Insurance cover, waiting periods and exclusions, from the insurer or an ASF-registered broker.
