Private Health Insurance in Portugal (Seguro de Saúde)
A seguro de saúde is a regulated insurance contract with a private insurer. It gives you access to private hospitals and clinics, shorter waits for consultations and, depending on the policy, coverage for surgery, maternity, dental and more. It works alongside the public SNS — it does not replace your right to public healthcare.

Seguro de saúde vs plano de saúde vs SNS
Three different products that are often confused.
- SNS — public system
- Universal public healthcare once you are registered as an utente. Largely free at the point of use, with user fees (taxas moderadoras) and waiting times for non-urgent care.
- Seguro de saúde — insurance
- A regulated insurance contract (seguro) with monthly premiums, coverage limits, exclusions and co-payments. Access to private hospitals and clinics in the insurer's network.
- Plano de saúde — discount plan
- Not insurance. A subscription that gives discounts at participating private providers. It pays nothing towards major treatment and has no coverage limits or exclusions regime like an insurance contract.
In Portugal the distinction matters: a "plano de saúde" is not a "seguro de saúde". Insurance is supervised by ASF; discount plans are not insurance products.

Questions people ask
Does private insurance replace the SNS?
No. If you are entitled to the SNS, you keep that right regardless of any private policy. Most residents use the SNS as their base and private insurance for faster access to private care.
Can insurers refuse me for a pre-existing condition?
Policies differ: some exclude the condition, some add a waiting period, some price it into the premium. Declare your medical history accurately — omissions can void coverage when you claim.
Who regulates private health insurance in Portugal?
ASF — the Autoridade de Supervisão de Seguros e Fundos de Pensões — supervises insurers and licensed brokers. You can verify an insurer or broker and lodge complaints there.
