This is Portugal's tax authority portal — the single most used official site for anyone buying property, owning a car or living in the country. Almost every tax in a property or car transaction is calculated, simulated or paid here.
What you can do there
- Request or manage your NIF (tax identification number) — the number you need for almost everything in Portugal.
- Property taxes: IMT (transfer tax) and Imposto do Selo on a purchase, using the official simulators for your price and location.
- IMI, the annual municipal property tax, and the caderneta predial — the official fiscal record of a property.
- Car taxes: IUC, the annual circulation tax, and ISV for vehicles imported into Portugal.
- IRS, the annual personal income tax return, once you become a tax resident.
The portal is run by the Portuguese state and opens in a new tab. Portugal Decide is independent and has no access to your account or personal data there.
Questions people ask
Do I need an account to use the simulators?
The public simulators — for example for IMT and Imposto do Selo on a property purchase — can generally be used without signing in. Services tied to your own tax file, such as viewing your caderneta predial or submitting IRS, require a personal account (usually accessed with your NIF and a password or mobile key).
Because thresholds and rules change, always run the simulator on the portal itself for your exact case.
What is the caderneta predial, and why does it matter when buying?
It is the official fiscal record of a property: its location, composition, registered value and tax situation. Buyers use it to cross-check what a listing claims with what the tax authority has registered — for example, the declared area and the property type.
Who pays IMT when buying a property?
The buyer pays IMT before the deed. The amount depends on the price, the property type and its location, and is calculated on the official simulator. Your lawyer or solicitor normally handles the payment as part of the purchase process.
Is IMI the same as IMT?
No. IMT is a one-off tax paid when the property changes hands. IMI is an annual municipal tax paid by the owner, calculated from the property's registered fiscal value (VPT) shown on the caderneta predial.
I'm buying a used car — what do I use this portal for?
The annual circulation tax (IUC) is managed here, and the ISV is due when a vehicle is imported. Ownership transfers themselves are done through the Automóvel Online / IRN services.
